COD:UO Spectator Music Mod NEED HELP

I'm having trouble with converting my .mp3 song to .mpg. I can not find a program to do that.
It would be best if you explained it step by step what to do. The "Read Me" is really confusing. Please help me to get my first song working.

try using your existing mp3 files first then go from there
