Ok, my suggestions:
Juggernaut (armor vest) - armor always have weight, so players that wear armor should move/run slower.
And the armor vest protect only chest and back so when player is shooted in leg it that park should not work.
p.s It is possible to make new model for that perk? I mean when someone use that perk i see model with armor vest wear on him.
