InGame vote not working

[[NLW]Assassin]

On our Training Server we want to set ingame vote to work.
Our Settings are:
  Set ex_callvote_mode “1”
  Set ex_callvote_delay “10”
  Set ex_callvote_msg “3”

The vote button is not gray-out anymore, but when we select it, nothing happens.
