Making A Mod

What do I use to Make A Mod For Call Of Duty 4, and Call Of Duty : World at War.

I am using a weapons Modifier and i also need to know how to put the modded weapons into COD4

If you took stock weapons, and modified them, then all you need to do it put them into an IWD

/weapons/mp/ your modifiied weapons here
