DODGEBALL RESPAWN rules // Solving boredom in S&D, LTS,

I had this idea while working on my own TRAITOR gametype mod.

This idea applies to any gametype where players cannot respawn upon death, like in Search and Destroy, Last Team Standing, or Headquarters, etc.

After a configurable delay... lets say 5 mins:
Reward when teammates kill the enemy... how?  By allowing dead teammates to respawn 1 player per enemy death.... like "DODGEBALL"
- if, for example, an axis player is dead, they stay dead.... BUT after 5 mins... if your axis teammate kills 1 enemy (ally) then the axis player that has been DEAD the longest CAN RESPAWN

I think this solves the boredom that some dead players associate with passively watching their teammates play S&D or LTS, for example.

So in summary, make the following configurable to allow DODGEBALL rules for RESPAWNING:
- time delay before enabled
- the amount of enemy deaths needed to respawn 1 teammate (e.g. 2 enemy deaths required per 1 friend respawn)

Noted, but this won't make it into 2.7 though. 2.7 is in feature freeze mode.
